<br />Assistant City Engineer Jankowski reviewed the staff report. <br /> <br />Motion by Chairperson Ramsey, seconded by Commissioner Elvig, to approve RFP for <br />distribution to four consultants. <br /> <br />Further discussion: Commissioner Wise stated he did not know why they needed to hire a <br />consultant at this time. Public Works Olson responded the reason they needed to hire a <br />consultant was because the plan kept changing. Commissioner Wise asked if a pond was <br />considered wetland. Planning Manager Miller responded the body of water needed to be less <br />than six feet to be wetland. Commissioner Look stated his concern is that whoever the agency <br />was that gave the permit to RTC, gave the permit to RTC and if that agency did not delineate the <br />credit that is now a problem. He asked now that RTC was bankrupt, why was this now the <br />City's responsibility. Public Works Director Olson responded almost all of the wetland impacted <br />was there, but Commissioner Look was right that the City did not have a permit and now if the <br />City wanted to move forward on any development on the west side the City had to deal with the <br />regulatory authority. Commissioner Look stated he was concerned if the City was buying <br />wetland credit, what level of wetland credit was the City buying. Chairperson Ramsey stated the <br />City did not have this information until the City hired someone to look into it. Commissioner <br />McGlone asked if staff should be contacting the regulatory agencies. Public Works Director <br />Olson responded those agencies had come to the City last spring and told the City that the sites <br />were not in compliance and all development could be shut down., Commissioner Elvig believed <br />the City needed to get this done right away. <br /> <br />Motion carried. Voting Yes: Chairperson Ramsey, Commissioners Elvig, Look, McGlone, and <br />Wise. Voting No: None. Absent: Commissioners Dehen and Jeffrey. <br /> <br />Case #2: <br /> <br />Discuss ContractorlDeveloper Teams for Veterans Affairs (VA) Community <br />Based Outpatient Clinic <br /> <br />Deputy City Administrator Nelson reviewed the staff report. Staff was recommending this be <br />tabled until a final decision was made. <br /> <br />Commissioner Look asked if staff had found out who the Rochester VA contractor was. <br />Planning Manager Miller responded the City of Rochester had been contacted, but no response <br />had been received yet. <br /> <br />Chairperson Ramsey stated he agreed with staff s recommendation that this should be continued <br />until a decision was made. <br /> <br />It was the Commission's consensus to table this case until a decision was made. <br /> <br />Case #3: <br /> <br />Discuss RTC Land Sales Negotiations (portion of this meeting may be closed <br />to the public) <br /> <br />Special Housing and Redevelopment Authority / October 13, 2009 <br />Page 2 of 5 <br />
