SWING, P.E. <br />Principal Transportation Engineer <br /> <br /> <br />Overview of Professional Qualifications <br />Vernon Swing is our Principal TranspOliation Engineer with over 22 years of traffic engineering and <br />transpOliation planning experience. He has worked extensively in both the public and private sectors <br />with an emphasis on conducting traffic impact studies and mitigation designs. Mr. Swing offers <br />strong expeliise in representing complex traffic considerations to public agencies. Prior to working <br />for the private sector, Mr. Swing gained 10 years of increasingly responsible experience as a <br />TranspOliation Specialist with the Washington State Depaliment of TrallspOliation. <br /> <br />Project Experience: <br />Mr. Swing's project experience includes projects involving capacity analysis, access management, <br />signal and illumination design, signal operations, signing and traffic control design, and route <br />continuity planning. Select examples of his project experience include: <br /> <br />. Environmental Documentation - The Lakes, Blaine, MN., Medtronics, Mounds View, MN. <br />Mr. Swing provided traffic engineering for more than 1,080 acres of The Lakes mixed-use <br />development, which include 17 intersections and three alierials for The Lakes award-winning <br />property in Blaine. The City of Mounds View, in closing the Bridges Golf Course, needed <br />help with traffic alld the rezoning of this property, alld with the environmental documentation <br />required by the Minnesota Environmental Quality Board (EQB). Following extensive input <br />from a rallge of stakeholders, three alternative preliminary site plans were created so that the <br />scale of environmental impacts could be more closely analyzed to enable the site under <br />construction through 2008. <br /> <br />. Corridor Study & Design - Duluth, MN. Mr. Swing was the Project Principal for the <br />streetscape of approximately two miles of Grand Avenue between 62nd Avenue and Carlton <br />Street. This was one of the largest street reconstruction proj ects undeliaken by the City of <br />Duluth. The City's goals for this project included improving parking conditions, bicycle <br />access, replacing aging utilities, and improving/coordinating traffic signals for this main city <br />road. Worcester, MA. Mr. Swing was the Project Manger for the relocation and upgrade of <br />this gateway to the City of Worcester, MA. <br /> <br />. Re/ocation of Albany Shaker Road - Albany, NY. Mr. Swing served as Project Manager for <br />traffic issues related to the relocation and expansion of five miles of Albany Shaker Road <br />near the AlballY, New York AirpOli. This project entailed corridor design alld planning, <br />traffic control plalllling, modal option planning alld recreational trail planning and design. <br /> <br />Professional Affiliations <br />.
