I am pleased to submit our proposal for the CITY OF RAMSEY REQUEST FOR QUALIFICATIONS <br />FOR DEVELOPMENT MANAGEMENT SERVICES. Included in this proposal please find information about our firms, similar project experience, <br />project team, scope of work and fee structuring. <br /> <br />The BBPC led team is capable of providing the City with the pragmatic advice that will be required as the Ramsey Town Center sites are developed. <br />Our team brings unrivaled experience and expertise in the following areas: <br /> <br />Real Estate Development Analysis - Over the past 20 years BBPC has counseled a wide range of public and private entities <br />contemplating real estate development projects. Our work has directly led to over $8 billion in completed development projects. We bring <br />the technical expertise needed to solicit development proposals and evaluate the feasibility of the projects submitted by the private sector <br />development partners. <br /> <br />Public/Private Partnerships - With multiple sites, the potential for multiple developers, and at least three types of uses on the 148+ <br />acres, this is a large and complex undertaking. Our team has the experience needed to design fair and effective partnership agreements <br />that will align the incentives between the City and the private sector developers and encourage cooperation between the partners. We will <br />help the City structure partnership agreements tailored to the unique financial and market characteristics of each project. <br /> <br />Local Knowledge, Jim McComb, principal of Minneapolis based McComb Group Ltd., will provide the team with in,depth knowledge of <br />the local market and potential end users. His experience with Minnesota development and knowledge of the Minneapolis area will be an <br />invaluable asset for the City. <br /> <br />We understand that the ultimate goal of the City is the development of a unique downtown that will serve as a central gathering place for commerce <br />and community. To achieve this goal, the BBPC Team will help the City to prepare prospective projects which are grounded through market <br />feasibility analysis. We will assist the City to develop the new Town Center in a manner that will achieve community objectives of: preservation of <br />the natural environment; public amenities; walkability; higher density to compliment the future rail station; appreciation of land values; and an <br />increase in open space. We enthusiastically certify that our firm commits the resources in personnel, equipment and time needed to help the City <br />achieve its objectives for the Town Center.
