<br />DEVELOPMENT MANAGEMENT SERVICES <br />Ramsey, Minnesota <br /> <br />bbpc <br /> <br />ASSOCIATES <br /> <br />Approach to Development Management Services <br /> <br />The City's plan to develop the City owned land included in the Ramsey Town Center project represents an ambitious <br />and important undertaking that will have a significant impact on the current residents of Ramsey and the City's <br />ability to attract future residents and businesses. Since this project will most likely be implemented in partnership <br />with multiple private sector developers, it is vital that the City assemble a real estate development advisory team <br />capable of providing the analysis, insight, and recommendations needed as development plans and agreements are <br />set. <br /> <br />The engagement of the BBPC Team will accomplish the following: <br /> <br />. Minimize risk that the City approves projects that are not feasible <br />. Ensure that the City understands and is comfortable with financial plans submitted by developers <br />. Give the City access to expertise structuring effective and often innovate public/private development and <br />financing agreements <br />. Ensure that the interests of the City are protected in all legal development agreements <br />. Maximize the opportunity for Transit Oriented Development in the City <br />. Ensure contact with potential end users or capable developers through the BBPC Team's network of <br />developers and retail tenants <br /> <br />ADVISORY SERVICES <br /> <br />The outlined scope of services described below contemplates four main components: Project Mobilization, Pre, <br />Development Analysis, Developer Solicitation and Packaging and Project Management. <br /> <br />I. Proiect Mobilization <br /> <br />Immediately upon authorization to proceed, key members of the BBPC Team will meet with City Staff and <br />other designated participations in a kick,off/work plan meeting and site tour. The purpose of this meeting <br />is for the client and the BBPC Team to confirm and refine the work program and to discuss: <br /> <br />. Project goals and objectives; <br />. Previous work completed, including, but not limited to past plans such as the City of Ramsey <br />Comprehensive Plan; <br />. Available housing, retail, office and industrial supply data, including information on number of units, types <br />of units, square feet, year built, occupancy, sales/lease rates and days on market; <br />. Available demographic data; <br />. Data for Town Center parcels with land use, zoning, improvement and ownership information (will be used <br />to identify opportunity site characteristics); <br />. Pipeline development projects (e.g. proposed, planned and/or under construction); <br />. Available visitor data and cultural/entertainment data (to help us understand visitor patterns and <br />demographics, as visitors could be a source of demand for housing); <br />. Key stakeholders that may be interviewed for additional insight on the Town Center development climate; <br />. Project expectations, assumptions, requirements, procedures and work plan; and <br /> <br />Basile Baumann Prost Cole & Associates <br /> <br />~ <br />
