PUBLIC HEARING # I PUBLIC HEARING & ADOPT ORDINANCE ESTABLISHING THE 2010 SCHEDULE OF RATES, FEES AND CHARGES By: Diana Lund, Finance Officer Background: Effective June 30, 1991, Ordinance #91 -08 amended S7.01.10 of the City Code to allow the City Council to annually set fees. The City is allowed to annually adopt the Schedule of Rates, Fees and Charges by Resolution, but the City has chosen to adopt its entire schedule by ordinance. Ordinance adoption provides the opportunity for comments at a Public Hearing and gives adequate time (30 days) before the rates go into effect. The attached ordinance was introduced at the November 10, 2009, City Council meeting with a Public Hearing to be held on November 24, 2009. A City Council work session was held on November 17, 2009, to discuss the proposed 2010 schedule. There was a question regarding the liquor off -sale license charge. For 2010, a $380 license fee is being requested compared to $290 for 2009. The net cost for the license could be as low as $180.00 if the liquor establishment has met State Statute Requirements and has ID technology. Before the $200 incentive was offered, the license fee was previously $200.00. The attached Schedule of Rates, Fees and Charges reflect the rates & fees to be charged by the City for services beginning January 1, 2010, with the exception of charges for certain fire services such as illegal burnings, gas line hits and personal injury accidents for non - residents which will become effective April 1 2010.. Any amendments to this schedule during 2010 will need to be made by ordinance. Funding Source: None required. Staff Recommendation: Adopt Ordinance #09 -XX- 2010 Schedule of Rates, Fees and Charges.
