the volume of materials related to the home occupation be limited by delineating a boundary on the <br />property and preparing a site plan to depict an outside storage area to be included with the permit. <br />Certainly, current practices of excavation, filling, and burning of materials related to the Home <br />Occupation shall be terminated regardless. The Applicant is proposing two (2) vehicle trips per day, <br />within City Code standards. The home occupation would occur between the hours of 7:00 a.m. and <br />10:00 p.m., Monday through Saturday. Additionally, vehicle movement only, without loading and <br />unloading of equipment, is proposed between the hours of 5 :00 a.m. to 7 :00 a.m. <br />Based on existing vegetative screening on the site, the level of operation (aside from the outside storage <br />component), and the ability to reduce outside storage, Staff would entertain a recommendation of <br />approval if the home occupation's business model were amended to reduce outside storage, as shown on <br />the submitted site plan, while still allowing the commercial vehicles to remain to be parked outside in <br />accordance with off - street parking regulations. <br />Recommendation: <br />The Planning Commission held a Public Hearing on November 5, 2009, and recommended approval of <br />the request, subject to final review by the City Attorney, with amendments to items #3, #7, and #8 of the <br />permit as shown on the proposed permit. <br />Council Action: <br />Motion to adopt the resolution adopting the findings of fact related to the Applicant's request for a home <br />occupation permit. <br />-and - <br />Motion to adopt the resolution approving the Applicant's request for a home occupation permit based on <br />the findings of fact. <br />-or- <br />Motion to deny the request for a home occupation permit based on the findings of fact. <br />Review Checklist: ' Copies to: <br />City Administrat <br />Planning Manager <br />Attachments: <br />a) Site location map <br />b) Site layout <br />c) Letter of Opposition <br />d) Proposed findings of fact <br />e) Proposed home occupation permit <br />f) Draft Planning Commission Minutes dated November 5, 2009 <br />CC: 11.24.2009 <br />City Attorney <br />Public Works Director <br />Fire Chief <br />Police Chief <br />Deputy City Administrator/Director of Community Development <br />
