Case # I

DISCUSSION OF RESPONSES RECEIVED TO THE REQUEST FOR
QUALIFICATIONS (RFQ) FOR DEVELOPMENT SERVICES FOR TOWN CENTER
By: Amber G. Miller, Planning Manager

Background:.

As you may recall, on October 6th, 2009 the BRA approved the issuance of the RFQ for
Development Management Services for Town Center. The RFQ was issued on October 9th and
due November 2nd, There were eight responses to the RFQ.

Observations:

The Staff review committee was comprised of the City Administrator, Deputy City
Administrator, Finance Officer, Director of Public Works, Planning Manager, and the Economic
Development Coordinator. During the review Staff looked first for the content requested in the
RFQ and then for expertise in Transit Oriented Development, Mixed Use Development,
Financial Analysis and clearly defined goals and objectives in their proposal. Based on this
review one proposal was disqualified for not supplying the basic content requested in the RFQ
and the rest of the respondents were grouped into two categories, recommended for interview
and not recommended for interview.

Recommended for Interview:
1. Basile Baumann Prost Cole & Associates, Inc. partnering with the McComb Group Ltd.
2. Forest City Enterprises partnering with Strategic Advisorisy Group
3. Landform partneringwith the Greeby Companies, Inc. and Ryan Cronk
4. Solomon Real Estate Group, partnering with Barsness Consulting Services

Staff felt these firms had the strongest proposals and they had the most relevant experience to the
type of development we are proposing to do in Town Center.

Staff Recommendation:

Schedule interviews for December 15th, 2009 for the respondents recommended by Staff to move
forward in the process.

Board Action:

Proceed with scheduling interviews for December 15th, 2009.

City Administrator

~< C<0 9-

-

Reviewed by:
