Design regarding revising their proposal. LSA has submitted a new proposal that keeps
the scope of service while lowering their contract cost.

Councilmember Dehen stated he will not vote for this because he was disappointed in the
method arrived at to get this proposal. When this case went to the Finance Committee,
the amount of the proposals became public and he feltgoing back to proposers is a .
flawed process. Our bidding process needs to be consistent and added that he was
expressing his disappointment and felt that this bidding was unfair for everyone involved.

Motion by Mayor Ramsey and seconded by Councilmember Elvig to select LSA Design,
Inc. as the consultant for design ofthe Park Ramp Expansion in the amount of $110,000.

Further discussion: Councilmember Elvig agreed with Councilmember Dehen but added
that it is "water under the bridge". Mr. Olson stated he made a judgment call. We have
used LSA for all our parking projects and his recommendation was to go with LSA.
Council chose not to do that so he (Olson) called LSA and apologized and this was back
on the agenda. The bottom line is staff was directed to get a ballpark figure from another
consultant to see if the cost was fair. He found someone else who worked on parking
ramps - got that proposal - brought it to the Finance Committee and now to this special
City Council meeting. Councilmember Dehen stated that what Mr. Olson said is exactly
true. He added. he made his opposition to the procedure known before the case was
public and added there needs to be a consistent procedure followed.

Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Look,
McGlone and Wise. Voting No: Councilmember Dehen.

ADJOURNMENT

Motion by Councilmember Elvig and seconded by Councilmember Jeffrey to adjourn the
meeting.

Motion carried. The special meeting of the City Council adjourned at 11 :08 p.m.

Respectfully submitted,

/~&. LSJ

Kurtis G.
