<br />Councilmember Dehen noted under determination of fee he recommended the word <br />"substantially" be changed. <br /> <br />Councilmember Elvig asked if a business could pay for more than a one-year license, such as a <br />five-year license. <br /> <br />Police Chief Way stated a business would be sent out three notices to register the business and if <br />the business did not obtain a license after the three notices, the business would be fined. He <br />stated it was necessary to get yearly information from the business to ensure the information was <br />accurate. <br /> <br />Mayor Ramsey asked if the City could require the landlord to inform their tenants about the need <br />to obtain a business license through the City. <br /> <br />Councilmember Look stated for years the City operated without licensing and the businesses <br />went along just fine. He stated the reason he did not like licensing was because once a license <br />was revoked the business could never do business in the City again. He believed this was <br />government interfering with commerce. He indicated for the few that it might benefit, he was <br />not sure it was worth the expense. <br /> <br />Councilmember Dehen asked if there was any advantage to licensing besides knowing something <br />about the business. <br /> <br />Police Chief Way responded once a business had a license, the business would be. informed of <br />any current crimes the business should be aware of. He indicated staff emailed out information <br />to the businesses also. <br /> <br />Councilmember Look stated the IRS also had this information and he did not believe the City <br />needed redundant information. He asked if this was another situation where government was <br />being redundant and costing the taxpayer's money. <br /> <br />Councilmember McGlone did not believe businesses should have to pay to give the City <br />information. He noted most of the information being required could be acquired by other means. <br />He indicated home occupations were a loophole. He believed the City was getting in the way of <br />business and the City was charging the businesses too much to operate and were not encouraging <br />an environment to bring in businesses. He stated he was not in favor of any kind of licensing. <br /> <br />Mayor Ramsey asked under what circumstance a business would not be given a license once it <br />was applied for. <br /> <br />Police Chief Way responded if a business did not pass their fire inspection, they would not be <br />given a license.
