<br />City Administrator Ulrich stated staff would compile cost and staff time, as well as the revenue <br />the licensing generated. <br /> <br />Mayor Ramsey asked staff to investigate if there would be an on-line option available where the <br />updates could be put in directly by the business, which would eliminate staff time. <br /> <br />City Attorney Goodrich stated this issue would be pulled from tonight's agenda. <br /> <br />Councilmember Elvig left the meeting at 6:30 p.m. <br /> <br />2) 2010 General Fund Budget/Levy <br /> <br />Finance Officer Lund reviewed the staff report. <br /> <br />Mayor Ramsey asked if staff would generate a per capita listing. <br /> <br />City Administrator Ulrich stated there was a referendum option also. <br /> <br />Mayor Ramsey stated the School District had grants available for groups such as Youth First, <br />which group was in dire straits and the Council might want to leverage this with funding the <br />AHSD Community School. <br /> <br />City Administrator Ulrich noted staff had a meeting with the School Superintendent next week <br />and if there was any interest in this proposal, he would bring this back to Council. <br /> <br />Councilmember Dehen stated education for kids was important, but he had a concern that this <br />Council believed youth were "a solve all" for the entire community. He stated he wanted to see <br />Ramsey serve more than just one facet of the community so he did not want to expand Youth <br />First if Council did not know if there was a broader reach to other kids. <br /> <br />3) Review Rental Licensing Program <br /> <br />Deputy City Administrator Nelson reviewed the staff report. <br /> <br />Councilmember Look stated the State offers a handbook to renters and landlords that identifies <br />what the renter's right are and all of the inspection services were provided by the State free of <br />charge by request. He asked what this inspection program was costing the City; he believed this <br />was a waste of time. <br /> <br />Mayor Ramsey asked if this should be kept for a multi-unit building. <br /> <br />Councilmember Wise stated he agreed with Councilmember Look, but on a multi-unit building, <br />he believed licensing was important as a public safety issue. He stated the only upside of an <br />inspection was to see how many rental units there were because rental units did affect property <br />values. <br /> <br />City Council Work Session / November 10,2009 <br />Page 4 of5 <br />
