<br />City of Ramsey <br />Revolving Acquisition Loan Fund (RALF) Program <br />Acquisition Prioritization Guidance <br /> <br />In 2004, the City of Ramsey adopted an official map within a portion of the Trunk Highway <br />10 corridor in an effort to begin preserving right-of-way needed for future transportation <br />improvements. In cooperation with the Metropolitan Council and the Minnesota Department <br />of Transportation, acquisition activities have proven successful ina number of cases, and <br />City has been able to acquire a number of properties that will ultimately advance progress <br />along the corridor. <br /> <br />The acquisitions have been made possible through use of the Revolving Acquisition Loan <br />Fund (RALF) program administered by the Met Council. The RALF program is available to <br />all communities within the metropOlitan area; funds are limited at this time. Given the level <br />of interest among property owners along the corridor and the increasing number of <br />applications submitted by other communities, prioritization for the application and use of <br />these funds is critical. In addition, relocation expenses have become an issue in "advance <br />acquisition" purchases, as Mn/DOT funds for these purposes are limited or non-existent in <br />the current budget. To date, the City of Ramsey has been paying for relocation costs of <br />commercial acquisitions, with the expectation of reimbursement from Mn/DOT at some time <br />in the future. <br /> <br />The City of Ramsey is committed to working with property owners within the officially <br />mapped area to review all potential public ownership opportunities; however each case is <br />unique and therefore considered on a case-by-case basis. As an example, the amount of <br />funds available in the RALF program fluctuates, and the willingness and expectations on the <br />part of each property owner varies. <br /> <br />In an effort to gauge potential advantages and/or disadvantages among properties <br />interested, some basic references have been established for prioritization purposes. The <br />intent is to utilize the RALF program responsibly and in such as way that provides the <br />greatest benefit for residents, business owners, commuters and the TH1 0 corridor. <br /> <br />The chart on the following page was designed to help guide decision-making surrounding <br />acquisition activities and is to be used solely as an overview for discussion and purposes <br />and further consideration. The codes represent a description of specific features or <br />characteristics as it relates to cost effectiveness and need to acquire the property. <br />Ultimately, the Met Council and MnlDOT determine which properties will be approved to <br />access the RALF program. <br /> <br />RALF Prioritization Guidance <br />The Tinklenberg Group <br /> <br />1 <br /> <br />8/19/2009 <br />
