<br />Deputy City Administrator Nelson stated that a subcommittee of the Ramsey Town <br />Center Steering Committee interviewed four branding firms and chose two of those to be <br />interviewed by the Council. The two firms are Vyway and LEVEL and proposals are <br />attached to the agenda. <br /> <br />Lois Dirkson and Kim Thelen, representing LEVEL reviewed their proposal and <br />answered questions from Council and staff. <br /> <br />Anne Berg, representing Vyway, reviewed her proposal and answered questions for <br />Council and staff as well. <br /> <br />Motion by Councilmember Elvig and seconded by Councilmember Jeffrey to bring a <br />recommendation to the HRA to contract with Vyway as the BrandinglMarketing firms for <br />Town Center. <br /> <br />Motion carried. V oting Yes: All <br /> <br />2) Brookfield Development Foreclosure and 21st Century Bank Proposal to <br />Amend the Development Agreement <br /> <br />This topic report was pulled from the agenda. <br /> <br />3) Armstrong Boulevard and Highway 10 Interchange <br /> <br />City Engineer Himmer stated the reason for this discussion is to gather input from the <br />Council. We will be going forward to work soon with Anoka County on developing this <br />interchange and staff is looking for direction. <br /> <br />Director of Public Works Olson interjected that these designs were part of the Access <br />Management Plans. He summarized the designs and the complications and talked about <br />what staff s direction was. <br /> <br />Councilmember Elvig left - 6:59 p.m. <br /> <br />Mr. Olson continued describing the designs. <br /> <br />Council discussed pros and cons of different designs <br /> <br />Mayor Ramsey stated he wanted a discussion about the bridge location and suggested <br />moving it to the west to minimize having to buy properties that are already developed. <br />He asked for a scenario where the US Bank building could stay. <br /> <br />Mr. Olson stated that it would be difficult. One of the reasons we were successful in <br />continuing to get this grade separation at this interchange is we would have so much <br />traffic though this intersection it could be the State's first triple left turn lane. <br /> <br />City Council Work Session - September 29,2009 <br />Page 2 of 11 <br />
