Councilmember Look introduced the following resolution and moved for its adoption: RESOLUTION #09-07-138 A RESOLUTION ESTABLISHING THE RAMSEY TOWN CENTER STEERING COMMITTEE WHEREAS, the purpose qfthe Ramsey Town Center Steering Committee (RTCSC) would be to provide guidance and direction. to the City Council/Housing Redevelopment Authority (HRA) and Economic Development Authority (EDA) for the development of the approximately 150 acres ofthe Ramsey Town Center, owned by the City of Ramsey; and WHEREAS, the RTCSC would review costs of necessary utility, road, and park improvements and identify funding sources; and WHEREAS, the RTCSC would consider a phased implementation plan for the development of the property; and WHEREAS, the RTCSC would define a sales price for the land and draft development agreements that take into account previous assessments, common area obligations and long-term maintenance; and WHEREAS, the RTCSC would develop a marketing and/or solicitation program for the property; and WHEREAS, the RTCSC would develop criteria and process for public participation; and WHEREAS, it is proposed that the RTCSC would be comprised of five to seven members, consisting of Councilmembers, not to exceed three in number, EDA Members, not to exceed two in number, and up to two other members (resident and/or business owner) to be determined; and WHEREAS, it is proposed that the RTCSC would meet on Thursday mornings at 7:30 a.m., opposite of the regular EDA meetings; and WHEREAS, at the June 30, 2009 City Council Work Session, Council discussed organization of the RTCSC and also membership and suggested Councilmembers Elvig, Jeffrey and Wise to serve on the Committee as well as EDA Members John LeTourneau and Kristine Williams; and WHEREAS, the resident and/or business owner representation will be determined; and WHEREAS, the City Council directed staff to bring forward a resolution to formally establish the Ramsey Town Center Steering Committee.
