<br />Mayor Ramsey introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-09-235 <br /> <br />RESOLUTION ELIMINATING TWO POSITIONS <br /> <br />WHEREAS, the City of Ramsey has conducted a workload analysis in the Building <br />Inspections Division and determined that there is an excess of available personnel hours given <br />the workload; and <br /> <br />WHEREAS, staffhas recommended that two full-time positions be eliminated from the <br />Building Inspections Division due to a shortage of work which will result in an savings of <br />$140,000 annually; and <br /> <br />WHEREAS, Section 16.1 of the AFSCME labor agreement states the following: <br /> <br />EMPLOYEES shall be laid off on the basis of job classification seniority only <br />when the job relevant qualification factors between EMPLOYEES are equal. <br />After at least two (2) weeks notice to the EMPLOYEE, the EMPLOYER may lay <br />off any EMPLOYEE when such action is necessary because of shortage of work <br />or funds, the abolition of a position, or changes in the organization. No regular or <br />probationary EMPLOYEE shall be laid off while there is a temporary <br />EMPLOYEE serving in the same class of position for which the regular or <br />probationary employee is qualified, eligible, and available. <br /> <br />NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the City Council of the City of Ramsey eliminates a full-time Building Inspector <br />position and the full-time Building Inspections Secretary position which will result in <br />hiyingoffMr. Andrew Schreder and Ms. Frankie Jo McNallan. Each employee's last <br />day of work will be October 9, 2009. All applicable severance benefits will be paid per <br />the labor agreement and/or Personnel Policy. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Elvig, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Ramsey <br />Councilmember Elvig <br />Councilmember Dehen <br />Councilmember Jeffrey <br />Councilmember Look <br />Councilmember McGlone <br />Councilmember Wise <br />
