Case #1:

Request for Authorization for City Staff to Distribute Memo Related to
Bunker Lake Boulevard Intersection Improvements and Summerset
Meadows Addition; Case of Citizens State Bank of Hudson

Associate Planner Tim Gladhill reviewed the staff report and referenced the memo in the packet.

The Applicant is proposing to convey 16000 square feet of right of way and 12000 square feet of
temporary easement for an Anoka County Highway Improvement Project at the intersection of
Armstrong Blvd and Bunker Lake Blvd scheduled for 2010.

Associate Planner Gladhill wanted to invite some of the discussions they have had regarding the
lP A especially for Armstrong Boulevard, and felt it was necessary for Council to take a look at
what staff is distributing and everything has been verified but wants to keep the Public Works
Committee and City Council informed.

Councilmember Dehen asked if we are adequately protected. Public Works Director/Principal
City Engineer Olson explained that we are not going to continue the construction from County
Road 116 were the limits of the construction were going to stop, all the way up to Alpine Drive.
That is what we were going to do as part of Summer set Meadows, and put a signal at Alpine and
83, so we had to withdraw what we were going to do next. To say we are covered, we are going
to focus on the things that we said we were going to do in the first place with Town Center and
Town Center is going to be the one to take on those costs.

Motion by Chairperson Elvig, seconded by Councilmember Dehen to bring forward a
recommendation to forward to City Council authorizing staff to distribute memo to Citizen State
Bank of Hudson.

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Dehen and McGlone. Voting
No: None.

Case #2:

Request for Proposal for CuI de Sac Snowplowing

Public Works Supervisor Riemer reviewed the staff report and stated that during a work session
staff was given direction to explore the possibility of contracting out the labor now performed by
City staff, one of those services selected was snowplowing two of seven of our cuI de sac routes.

The only item that was questioned and discussed was the bonding requirement within the
proposed contract; the Public Works Committee wanted a legal opinion from the City Attorney
as to whether it was necessary and if the proposed $2,500 amount was adequate.

. Motion by Councilmember Dehen, seconded by Chairperson Elvig to adopt RFP as indicated in
the case and allow staff to entertain quotations for streets and equipment operators and to have
Council review the performance bond of $2,500 to see if we need it in the RFP or if it needs to
be higher.

Public Works Committee / October 20, 2009
Page 2 of8
