Public Works Director/Principal City Engineer Olson stated we are waiting to <br />hear back from the County and is being processed. Councilmember Dehen feels that 2010 should <br />have a plan B on Armstrong regarding the bridge. Chairperson Elvig thinks the question is will <br />we get design build status. Olson commented about the JP A and commitment to the City for <br />regional improvement necessary as part of Town Center and the dollars available that shrunk. <br />Chairperson Elvig discussed the design possibilities of the interchange. The consensus of the <br />Committee is to corne up with a plan B if we don't get the interchange and COInmit 2010 for right <br />of way acquisition and design. <br /> <br />Assistant City Engineer Jankowski discussed Outlet from Wetlands 656W. This wetland does <br />not have an outlet and back in 1995 a drainage plat was created for the purpose of obtaining the <br />necessary easements along a natural route which would allow drainage into County Ditch #3. A <br />majority of the easement parcels were obtained; however theproject was not undertaken since <br />downstream property owners along County Ditch #3 would have likely objected to the fact that <br />this would bring additional drainage into this ditch which had not received comprehensive <br />maintenance since it was constructed in the early part of the twentieth century. Since County <br />Ditch #3 had been restored to its original cross section in 2006 as a part of the Northwest <br />Sanitary sewer project it is now possible to pursue this project. There are seven out building that <br />may be subject to flooding as well as sections of Alpine Drive that this project would minimize. <br />Director of Public Works Olson indicated that a letter had been received from one property <br />owner in support of this project. The Committee asked staff to investigate some alternatives for <br />this project. <br /> <br />Assistant City Engineer reviewed County Road 116, Dysprosium Street to 157th Avenue where it <br />terminates to one lane at Germanium Street. The County is designing this. <br /> <br />McKinley Street east of the public works facility - this project would complete McKinley Street. <br />Consensus is to move forward with this project with sidewalk from Sunwood to atleast Sunfish <br />Lake Boulevard into Anoka if possible. <br /> <br />Renovate Pumphouse No 3. Chairperson Elvig does not think this should turn into a project this <br />year and discuss it more next year to bring back to 2011. <br /> <br />Water Utility Buildings, putting alarms on all the doors - future discussion. <br /> <br />Well Rehabilitation Program involves an annual well check consisting of one well at a time once <br />a year. <br /> <br />Public Works Director/Principal City Engineer discussed the funding for the Community <br />Building at Elmcrest Park. He reviewed the sources are $250,000 from Park Improvement Trust <br />Fund, $10,000 for the Sewer Utility Fund and $250,000 from an unknown entity whether it be <br />the Lions or possibly asking the Athletic Association program to charge a certain dollar amount <br /> <br />Public Works Committee / October 20, 2009 <br />Page 6 of8 <br />
