<br />CASE # 3 <br /> <br />PUBLIC HEARING ON IMPROVEMENT PROJECT 08-34 <br />THE BITUMINOUS PAVING OF 151sT AND 152ND AVENUES & FLUORINE STREET <br />By: Steven Jankowski, City Engineer <br /> <br />Background <br /> <br />In June of2008 a petition was received from twelve properties for the paving of the streets listed <br />above. A study was prepared and presented to the neighborhood in September of 2008 which <br />identified the scope of the project improvements and along with the associated costs. Due to <br />funding limits the project could not be undertaken in 2008. Funding for this project has been <br />earmarked from the general fund for this project in 2010. The feasibility study was updated last <br />month to better reflect current market construction costs. An informational meeting was held <br />with property owners on Wednesday, December 2,2009 to reacquaint them with the contents of <br />the study. Concern was expressed by the property owners regarding several elements proposed in <br />the draft feasibility study. Attached to this case is a copy of the feasibility study which contains <br />current and proposed conditions of the street along with the project costs and the anticipated <br />method of financing the improvements. <br /> <br />The extension of 152nd Avenue westward to Helium Street remains a controversial element of the <br />project improvements. This street connection is consistent with City planning goal to connect <br />neighborhoods and improving access choices. Right of way will need to be acquired for the 152nd <br />connection. <br /> <br />This evening's public hearing will gather input and comment on the project details. Following <br />the public hearing, the Council should direct any revisions to the feasibility study it deems <br />necessary as a result of the comments made. The feasibility study will serve as the basis for <br />determining the work to be performed and the method in which costs will be financed. <br />Assuming no petitions are received from a majority of the benefited properties opposing the <br />improvement, the Council will be asked to order the project at its January 12,2010 meeting. It is <br />anticipated that contracts could be awarded as early as May of 2010 and work could be <br />performed during the summer. Final costs are anticipated to be presented at the assessment <br />hearing on September 28,2010. <br /> <br />Attached is a letter from Mr. James Sandness requesting consideration of a reduced assessment <br />for his property due to the fact that a portion of his frontage along 151 stA venue is currently <br />paved for 80 feet of his 140 foot frontage. This 80 foot paved segment will be widened from 19 <br />feet to 28 feet and will be thickened from 2 inches to 3.5 inches of bituminous. The Sandness <br />property has not been previously assessed for the existing pavement as it was installed as a <br />portion of a previous development. Staff recommends the assessment for this property be as <br />proposed in the feasibility study. If Mr. Sandness' request were to be approved, the same <br />
