<br />INTRODUCTION <br /> <br />On June 9, 2008 a petition was received requesting the paving of 151 st Avenue, 15211d <br />A venue, and Fluorine Street which are all contiguous to one another and a,re located in <br />Section 24 west ofTE 47. This petition was forwarded to the City Council was presented <br />to City Council on July 8, 2008. A copy of this petition is contained in Appendix A. The <br />City Council directed the preparation of a feasibility study in response to this petition that <br />was initially prepared in August 01'2008. The City had received two other petitions for <br />street paving projects just prior to receipt of the petition trom this neighborhood. Since <br />funding was insufficient to cover the City share of all three projects the scheduling of this <br />project is now being considered for the 2010 construction season. This feasibility study <br />has been revised to reflect more CUlTent construction pricing <br /> <br />The project area and benefitted properties is illustrated in Figure 1. This report will <br />identify the existing street condition along with the proposed improvements and the <br />associated costs and financing, including the cost to each benefitted property. It should be <br />noted that two previous feasibility studies which were performed for this purpose in July <br />01'2002 and June 01'2003. Elements of these previous studies will be incorporated into <br />this report. Finally this report will provide a possible project timeline. <br /> <br />EXISTING CONDITIONS <br /> <br />The surface of the existing roadway is primarily native sand material with some <br />aggregates that have been added periodically to portions of the roadway. The roadway <br />widths along 151 st Avenue, 15211 Avenue, and Fluorine Street are 16 to 18 feet wide. The <br />existing street alignment is not centered within the 66 foot right of way at all locations. <br /> <br />There are no roadside ditches within these streets which cause storm water to ponds in <br />several locations on these streets. Other areas of the roadway have moderate grades and <br />drain onto adjacent properties or into the drainage system serving the TH 47 frontage <br />road. <br /> <br />Several short portions of 151 st Avenue (70 feet west of the frontage road) and 15211d <br />Avenue (180 feet west of the frontage rQad) have been paved to a width of 20 feet in <br />conjunction with a sewer and water project on the frontage road in 1996. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />It is proposed that a 28 foot wide bituminous pavement be constructed in the center of the <br />66 foot right of way.
