and approach width. City standards allow up to a 30 feet wide driveway at the street in this zoning district. The pavement shall be neatly saw cut where a new portion of the driveway will meet the existing drive. Restoration shall include the protection or repair of any irrigation systems or invisible fence. Mail boxes may be relocated to accommodate construction but shall be returned to their original locations upon termination of the project. Disturbed turf areas shall be restored with salvaged topsoil, fertilizer, seed and mulch. ESTIMATED COSTS The estimated cost of this project including project overhead is estimated to be $346,584. Details of the project construction cost are presented in Appendix B. The project overhead, which adds an additional 30% of the construction cost include the following: . Engineering design 8% . Project administration 5% . Bonding and legal 2% . Inspection and testing 5% . Contingencies. 10% The above project costs do not include the cost of driveway paving. Because driveways are private property and not a portion of the public street each driveway shall be measured by area and material and will be billed individually to each prope.rty. The estimated cost for driveway paving with bituminous is estimated to be $3.00 per square foot. FINANCING The total project costs consist of the construction costs, property and easement acquisition costs, and the overhead costs listed above. The project costs have also been divided between those costs associated with the street improvements and those related to the improved storm water system. All costs associated with the storm water improvements, including drainage and utility easements shall be financed through the City's Storm Water Utility. The property acquisition costs associated with the 152nd Avenue connection shall be fInanced tlu'ough the City's general fund revenues. The costs associated with the street improvements shall be financed one half (50%) though special assessments to the benefited properties adjacent to the improved streets consistent with Minnesota State Statutes 429 and City of Ramsey Code Chapter 4. The remaining 50% 'of the street improvements will be financed with City of Ramsey general funds revenues. In addition, the City will pay the extra cost of the base and paving costs for the extension of 15211d Avenue into the Meadows Subdivision beyond what would be required to place a 65 foot bulb at the western end of the existing 152nd Avenue right of way. :r Revised 11-09 Page 4
