CASE I '

RESUL TS FROM CUL-DE-SAC SNOW PLOWING RFP'S
By: Grant Riemer PW Streets Supervisor

Back ground:

At the October 20th Public Works Committee meeting staff was given direction to advertize for
request for proposals to include snow plowing services on two of our seven cul-de-sac routes.
The purpose of the case was to see if an outside contractor would be more cost effective than
using on call temporary plow drivers. The RFP was posted in the Anoka Union for two weeks
and was mailed to approximately twenty local contractors. The deadline was December 1 st and
the City received eight proposals.

Of the eight bids received, the lowest bid was from Kevin Maloney Construction at
$49.00/hour/vehicle. The remainder of the bids received ranged from $65.00-$79.00 per hour
depending on vehicle used. Two of the bids received only listed one truck and would not have
been able to complete the workin the time allowed, which is 8-10 hours per route. The
contractor would be replacing two of our on call snow plow drivers that currently plow these
routes using city equipment.

The cost to use on call plow drivers to complete the routes is based on several factors. Hourly
wage ($ 12.00/hour), equipment costs ($26.46/hour based on figures from the MnDot rental
tables) and average fuel costs $56.60 (20 gallons@ $2.83/gallon). Based on these numbers the
cost of a normal 8 hour shift would be $364.28. For Mr. Maloney the cost would be
$392.00/route, per truck. With the costs being so close staff would like to explore the use of a
contractor to see what the true advantages and disadvantages would be.

Reco.mmendation:

Staff recommends the award of the cul-de-sac snowplowing contract to Kevin Maloney
Construction for the 2009-2010.

Action:

Motion for staff to enter in to a contract with Kevin Maloney Construction for plowing two cul-
de-sac routes for the 2009~.2~ I 0 snow s~n. ~-'.'."

Reviewed by: ~{; (.
