Case # 2

CONSIDER PROPOSALS TO .CONTRACT CONSULTING SERVICES TO PURSUE FEDERAL
FUNDING FOR TRANSIT INFRASTRUCTURE IMPROVEMENTS

By: Sean Sullivan; Economic Development Coordinator

'Background:

The City of Ramsey purchased 148.5 acres of Ramsey Town Center on June 26, 2009. The City is actively
involved in developing the newly acquired land for this important project for the City. Securing a rail station
in Town Center has been a priority for the EDA and would approve the marketability of the land. Both
proposals presented from the Tinklenberg Group are directly related to securing and funding a rail station in
Ramsey Town Center. The EDA allocated $18,000 last year to fund consulting services from the Tinklenberg
Group to assist with efforts to move the Armstrong Boulevard project along and to work to secure a Rail station
in Town Center., Details of the 2009 consulting efforts are attached for your review.

Attached are two proposals from the Tinklenberg Group. The first proposal is for Commuter Rails Station
Funding and Legislation Consulting Services from now until June 30, 2010. This proposal focuses on
submitting an appropriatioris request to Congress and to work with the state to secure funding for a rail station
and other Town Center infrastructure improvements. This proposal is $49,500. The second proposal focuses
specifically on targeting the $10 million in the NCDA budget for use in Ramsey. This proposal is $15,500.
City staff will have had discussions with the private sector prior to the meeting to get an idea on what the
participatiop. would be in this matter. The EDAshould consider funding one, or both consulting options.

Recommendation:

Based on Discussion

EDA Action:

Motion to authorize $
Legislation

to contract with the Tinklenberg Group for Commuter Rail Station Funding and

And/or

Motion to authorize $
NCDA funds.

to contract with the Tinklenberg Group for Federal Legislation pertaining to

Attachment:
Summary of2009 consulting services
.
