<br />~ <br />~ .... <br />The Thlklenberg Group <br /> <br />The interchange of strategies and solutions <br /> <br />City of Ramsey <br />Federal Legislation <br />Consulting Services Proposal <br />November 2009 <br /> <br />. OVERVIEW <br /> <br />The Tinklenberg Group respectfully submits the following proposal in response to the City <br />of Ramsey's interest to pursue federal legislation allowing a portion of surplus funds from <br />the Northstar Commuter Rail project to be used for improvements at the Ramsey <br />Commuter Rail Station. More specifically, $10 million remains in the Northstar Corridor <br />Development Authority (NCDA) budget for the Northstar Commuter Rail Phose 1 <br />project. These funds are restricted under the current cost effectiveness guidelines <br />established at the fe.deral level as a part of the Full Funding Grant Agreement. <br />However, the language specifying how these funds may be used can be changed <br />through federal legislation. The Tinklenberg Group will assist the City in an effort to draft <br />and approve language as part of a federal bill that will provide funding for construction <br />of the Ramsey rail station. <br /> <br />SPECIFIC WORK ELEMENTS <br /> <br />· Communicate with the City of Ramsey, Anoka County and other project partners as <br />identified to develop a plan and consensus surrounding the use of funds' <br />· Draft language based on consensus for review and approval by City and County <br />officials as identified and directed . <br />· Identify congressional officials that will support the language change; provide <br />information to ensure intent and need is clearly understood and communicated.. <br />· Communicate with project stakeholders as identified and directed to minimize <br />potential opposition; clearly articulate the benefits sharing surplus project funds <br />brings to the project and future extensions <br />. Research and identify specific legislation where language can be included as part <br />of a larger bill <br />. Identify and secure bill sponsor(s) to carry legislation forWard <br />. Utilize existing relationships among state and federal congressional leadership to <br />ensure widespread support and to minimize potential conflicts <br /> <br />1 <br /> <br />15 <br />
