<br />shall ~el1o primary ele~ion; except as provided in Section 4.5.5.3 below.. The

<br />This Ordinance shall beCOme effective 90. days after its passage and
<br />publication subject to tl)e provisions of Minnesota Statutes ~ 10..12, Subt;l. 7.

<br />the proposed 'Charteramen.dment. The City of Ramsey complies with the
