Rptr. 3d 503 (2d Dist. 2009) <br /> <br />CALIFORNIA (09117/09)-Las Lomas Land Company, LLC <br />sought to develop a 555-acre site in an unincorporated area no.rth of <br />the city. The proposed project included: approximately 5,800 dwell- <br />ing units, 2.3 million square feet of office space, 250,000 square feet <br />of community servicing facilities, 250,000 square feet of retail space, <br />a 300~room hotel, and 285 acres of open space. <br />A large part of the proposed project site was within the city's <br />"sphere of influence boundaries" (i.e., within the city's planned prob- <br />able physical boundaries and service area). <br />In May 2002, Las Lomas submitted an Environmental Assess- <br />ment Form to the city's Department of Planning (the "Department"). <br /> <br /> <br />WEST@ <br /> <br />610 Opperman Drive.
