<br />Attachment D <br /> <br />--- --- <br />----- ----------- <br /> <br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #10-01-_ <br /> <br />A RESOLUTION ADOPTING FINDINGS ,OF FACT #_ RELATING TO A <br />REQUESt TO ALLOW FOR THE OPERATION OF A PLACE OF ASSEMBLY IN THE <br />E-2 EMPLOYMENT DISTRICT <br /> <br />WHEREAS, the St. Katharine Drexel Catholic Community, hereinafter referred to as <br />"Applicant", has properly applied to the City of Ramsey (the "City") for an interim use permit to <br />operate 'a ,Place of Assembly in the E-:-2 Employment District on the property located at 7101 <br />143rd Ave NW,legally described as follows: " ' <br /> <br />Lot 3, Block 1, ABC Energy Park 3rd Addition, Subject to Easement of Record, <br />Anoka Coonty, Minnesota, <br /> <br />(the !'Subject Property") <br /> <br />. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TilE CITY OF ' <br />RAMSEY,ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. That on December 2, 2009, the Applicant properly applied for an interim use permit. <br /> <br />,2. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />, to g117-52 of the Ramsey City Cadeon January '7, 2010, and that the public hearing was <br />'properly advertised and that the minutes of said public hearing are hereby incorporated by <br />reference. <br /> <br />3. That on October 26, 2004, the Applicant was granted approval for an Interim Use Permit to <br />utilize the space at Lot 1, Block 2, Business Park 4th Addition (6390 McKinley St NW) as a <br />place of assembly. Subsequently, the assembly use was moved to 7250 E Ramsey Pkwy, <br />generally known as the PACT Charter School. , ' <br /> <br />4. That the Applicant currently utilizes space at 7250 E Ramsey PkWy as worship space and <br />utilizes the Subject Property as office space. <br /> <br />5; That the Applicant i~ requesting to utilize 4,319 square feet of the Subject Property as office <br />space and 6,573 square feet as a place of assembly to host worship serVices thatwill require <br />expansion of interior, tenant improvements. <br /> <br />6. That the Subject froperty is zoned E-2 Employment; the adjacent parcels to the north, south, <br />and east are zoned E-2 Employment; the property to west is zoned TC Town Center. <br /> <br />7. That the E-2 Employment District does not allow for places of assembly as a permitted use <br />but does allow for office uses. <br /> <br />8. That ~117-52 of City Code allows for an Interim Use Permit to be granted for a maximum of <br />, five (5) years. , <br /> <br />9. That due to the tempormy nature of the use, ability for expansion of parking areas in the <br />rear/loading area of the facility, and the use being all evening/Sunday use as defined in g 117- <br />356(a)(3), the City finds the Subject Property has adequate parking. <br /> <br />7 <br />
