From: Dave Weller 15700 Juniper Ridge, neighbor of Mark Hilliard
Re: Letter of support for Mark Hilliard's building varian

As a neighbor of Mark Hilliard I would like to support his request for shed
building variance. As the current location stands it is almost invisible to
all the neighborhood homes and when siding is completed the shed will not
be noticeable to anyone.

As the owner of my own excavating, sewer, water connection company Mark
asked me to look at the proposed alternate building site proposed by city.
This location will cause a number of problems the city staff neglected to
consider. First, it will take several truckloads of fill to create the size
building pad needed and this is going to affect the drainage and change
waterdrainage and pooling on his lot and possibly other neighboring lots
as well.

Other serious problems the city staff didn't consider in their proposal is
that Mark's well is located in the pack of his property near the new
building location. If the extra fill brought in changes the low area where
water pools each spring it could put standing water near his well casing .
which might cause serious water quality issues.

Finally, If Mark ever needs a drill rig to relocate or re-drill his well
for water problems in the future it will be impossible to get a well truck
, back into his property to do the work because the shed will be built on the
only place to drive the equipment in to work on the well. I don't think the
city staff even considered these issues.

I support granting an adjustment that would let Hilliard keep the building
on the south side of the driveway. It is a location that best uses his lot
and will not bother any neighbor and I don't think the city staff have
considered all the impact of their proposals on mark's property and
well system.

Dave Weller
15700 Juniper Ridge Drive
Ramsey, MN
763-422-9074

1

P8
