<br />Commissioner Brauer stated that as the regulation is written there would be at least six violations <br />in just his neighborhood block. He explained that the neighborhood does not have backyards <br />large enough for storage. He stated that some of the residents in the neighborhood have several <br />licensed drivers at one home, which would cause them to violate the regulation simply because <br />of the number of vehicles. <br /> <br />Mr. Latery stated that he uses his main garage for his shop to repair and work on his motor <br />vehicles, as he is active in motor sports. He advised that with his boat, snowmobiles, ATV's, <br />and cars he would not be able to purchase a vehicle for his children when they are of age because <br />he would already be over the limit. <br /> <br />Councilmember Dehen stated that Mr. Latery could store some of his vehicles and recreational <br />vehicles inside of his garage. He stated that the Council has also been in favor of outside <br />accessory buildings for this type of use. He stated that Mr. Latery may not care if the neighbors <br />are bothered by the items stored outside but he should store the items inside to ensure that it is <br />not an eyesore. <br /> <br />Councilmember Elvig confirmed that Mr. Latery's property has a steep sloping backyard that <br />would not be able to store items of that nature. <br /> <br />Mayor Ramsey stated that he previously lived in Coon Rapids but moved to Ramsey to be able <br />to have additional property and to have recreational items. <br /> <br />Mr. Latery stated that he also has mud trucks that would not fit inside the garage. He advised <br />that he does not live in a neighborhood and lives directly off of Highway 47. He stated that his <br />property has a lot more visibility than a property in a cul-de-sac and felt that is the reason he has <br />gotten so many complaints. <br /> <br />Councilmember McGlone questioned if properties along County roads should be zoned <br />differently than those found within neighborhoods and developments. <br /> <br />Councilmember Dehen stated that he believed that enforcement would become an issue if the <br />regulation was tied to the number of licensed drivers for a home. <br /> <br />Officer Schiferli confirmed that it would be difficult to verify the number of licensed drivers in a <br />home in comparison to the number of vehicles parked at the home. <br /> <br />Commissioner Cleveland believed that some homes may have small businesses that could cause <br />additional vehicles, or renters that may not be registered. She stated that if items were being <br />stored in the backyard it should still be on a stable surface and covered with a tarp, as she was <br />concerned with safety issues. <br /> <br />Councilmember Wise stated that he would prefer to see an RV rather than a tom tarp. <br /> <br />City Council Work Session / September 3, 2009 <br />Page 3 of6 <br />
