CASE # ~ <br />ELECTION OF OFFICERS <br />By: Amber Miller, Planning Manager <br />Background: <br />State Statutes require that H1ZAs elect officers from the Board of Commissioners. The <br />HRA By-Laws require appointment of officers annually. <br />The 2009 officers were as follows: <br />Chairperson - John Dehen <br />Vice-Chair - Commissioner David Jeffrey <br />Secretary/Treasurer - Commissioner Jeff Wise <br />No commissioner may hold more than one office. The Chair presides over all meetings <br />and signs official documents on behalf of the HRA. The Vice-Chair performs the duties of <br />the Chair in the absence of the Chair. <br />The Secretary-Treasurer keeps meeting minutes, maintains official records and documents, <br />and has custody of all funds. The Secretary-Treasurer also presides over meetings in the <br />absence of the Chair and Vice-Chair. With the approval of the majority of the Board of <br />Commissioners, the Secretary-Treasurer may delegate the duties of secretary and treasurer <br />to City Staff members or consultants. The duties of the Secretary-Treasurer include, but <br />are not limited to, keeping the minutes and custody of all funds. In the past, the duties have <br />been delegated to the City Staff. <br />STAFF RECOMMENDATION: <br />• Elect HRA Chair, Vice-Chair and Secretary-Treasurer. <br />• Adopt a resolution authorizing the Secretary-Treasurer to delegate the duties of <br />recording meeting minutes to the City Clerk and his/her designee, and maintenance <br />of HRA funds to the City Finance Officer. <br />HRA ACTION: <br />Motion by Commissioner <br />Commissioner <br />-and- <br />Motion by Commissioner <br />Commissioner <br />and seconded by Commissioner to elect <br />as the HRA Chair for 2010. <br />and seconded by Commissioner to elect <br />as the HRA Vice-Chair for 2010. <br />
