<br />CASE # '1. os- <br /> <br />CONSIDER RESOLUTION AUTHORIZING ACQUISITION OF FEE TITLE TO <br />CERTAIN PROPERTIES AND TEMPORARY AND PERMANENT EASEMENTS <br />NECESSARY FOR CONSTRUCTION OF THE CSAH 116 AND ARMSTRONG <br />BOULEVARD INTERSECTION IMPROVEMENTS <br />By: Tim Himmer, City Engineer <br /> <br />Background: <br /> <br />The City entered into a Joint Powers Agreement (JPA) with Anoka County on May 12,2005 for <br />construction of the regional roadway improvements associated with Ramsey Town Center, The <br />agreement covered improving Armstrong Boulevard, Ramsey Boulevard, Sunfish Lake <br />Boulevard and Bunker Lake Boulevard. The Ramsey and Sunfish Lake Boulevard <br />improvements have been completed. The Armstrong Boulevard improvements were scheduled <br />for construction in 2009; however during the plan approval process in 2008 the City Council <br />directed staff to investigate the option of constructing an overpass instead of the proposed <br />interim improvements. The City Council agreed to a JPA revision on March 10,200.9, City and <br />County staff have begun studying the options for an Armstrong Boulevard interchange over the <br />BNSF tracks and TH lO with the chosen consultant WSB Engineering. The outstanding <br />obligations related to the JP A, and their estimated costs, are attached for informational purposes. <br /> <br />The County requested as part of the JP A revision that the City continue to move forward with <br />planned improvements at the Armstrong Boulevard and Bunker Lake Boulevard intersection as a <br />2010 construction project. The work will include traffic signals, turn lanes and divided medians, <br />and these plans will be brought to Council for review and approval at a future date. The <br />construction estimate for the initial interim improvements along Armstrong Boulevard was <br />approximately $5.5 million, including acquisitions and railroad crossing improvements. The <br />construction estimate for the Armstrong Boulevard and Bunker Lake Boulevard intersection with <br />a traffic signal is approximately $1.8 million, which includes removal of the railroad signals, <br />reduced right of way acquisition and a smaller construction area, This project requires the <br />acquisition of seven (7) non-City owned properties at an appraised value of $91, 1 00, All <br />impacted property owners have already received otTer letters but the County has held off <br />negotiations pending the City's approval to proceed. <br /> <br />In the future there will be additional costs for land acquisition related to the interchange <br />construction and supporting Armstrong Boulevard improvements. The proposed work at the <br />Armstrong Boulevard and Bunker Lake Boulevard intersection will dovetail with this future <br />interchange work and not require extensive removals, <br /> <br />Funding Source: <br /> <br />The funding source is the Regional Roadway Assessment on Ramsey Town Center properties, <br />
