costs associated with developing the property south of Highway 10. The site north is less
expensive to purchase and develop.

Chair Riley stated that based on price, the property south of Highway 10 will not be pursued at
this time. Econ0mic Development Consultant Mulrooney pointed out that there are other reasons
besides price for looking at the property north of Highway 10 for future industrial park
development. It is closer in proximity to the rail and closer in proximity to commercial and retail
sites. . He feels the Metropolitan Council would be receptive to changing the Comprehensive
Plan due to the job creation associated with industrial park development.

No direction at this time. The. EDA will not be pursuing the property south of Highway 10 at
this time, and will stay open-minded about discussing the pursuit of other property.

Case #5:

ICSC CHICAGO UPDATE AND FUTURE ICSC PARTICIPATION

Economic Development Coordinator Sullivan presented Case #5.

Economic Development Coordinator Sullivan gave a brief overview of the lCSCChicago
Dealmaking trip, and shared pictures of "The Glen", which is a transit based development
located in the Village of Glenview. Although this is a slightly different market than what we
have here, the rail stop tour was informational.

Discussion followed as to whether or not the EDA would authorize the funding of the following
items:

1) lCSC membership dues for Economic Development Coordinator and City Administrator;

2) ICSC RECON conference registration, travel and lodging for the Economic Development
Coordinator and the City Administrator;

3) ICSC Dealmaking / Chicago conference registration, travel and lodging for the Economic
Development Coordinator and the City Administrator; .

4) Portion of the booth and marketing materials at lCSC RECON Conference.

A motion was made by Member LeTourneau to approve and authorize items 1 through 3 and not
item 4. Member Skaff seconded the motion.

Further Discussion: Member Elvig explained how helpful it was having a booth at the
conference because it was a place to call "home". It became a designated place to meet and
conduct business in a furnished and professional setting. Chair Riley feels that if those who
attended the conference recommend having a booth, then they should have a booth.

The original motion was amended to approve and authorize all four items as stated above.

Economic Development Authority / December 10, 2009
Page 4 of7

4
