POLICY BOARD BUSINESS

Case #1:

Review Work Session Discussion of Water Conservation Tool Box

Environmental Coordinator Anderson presented the staff report.

The Board discussed some of the questions and comments that were received at the work session
and generally agreed that the response of the City Council was very positive.

Environmental Coordinator Anderson stated that no one section of the tool box is truly complete,
as they are all in varying stages of review. The introduction, Ramsey rules, and financial
assistance pieces are awaiting review by Board Member Enstrom and the water use reduction
and outdoor options for water conservation sections are awaiting review by Board Member
Stodola.

Board Member Stodola stated that he did not have the sections that he was supposed to review.

Environmental Coordinator Anderson stated that he would resend the two sections to him.

Case #2:

2010 Work Plan

Environmental Coordinator Anderson presented the staff report.

Board Member Enstrom noted that a mountain lion or cougar had recently been spotted in
Champlin and wondered whether something like that would fall under the purview of the Board.

Environmental Coordinator Anderson stated that something like restoring or creating appropriate
wildlife habitat might be but control of wild animals, such as the one that Board Member
Enstrom referred to would not.

Board Member Stodola stated that he opposed any specific rain gutter requirement.

The Board discussed various pros and cons of this type of requirement.

Environmental Coordinator Anderson stated that he had included that as a possible consideration
simply because it was brought up by various members over the last several months as the Board
was discussing the water conservation toolbox.

Board Member Hassett inquired of Councilmember Wise if there may be any desire for the
Board to look for grant opportunities to incorporate green design principals into the Town
Center.

Councilmember Wise stated that he thought that might be an appropriate topic to add to a future
. work session agenda.

Chairperson Max stated that adding that to the work plan may be too complex and time
consuming for this Board simply due to the fact that they only meet twelve times a year.

Environmental Policy Board / December 7,2009
Page 2 of5
