be selected. He went on to state that the first Saturday of May is the recycling day event, than
you get into the fishing opening, Mother's Day, Memorial Day and into summer and going any
earlier in the month wouldn't necessarily work because tree stock may not yet be available if the
ground is still frozen.

Environmental Coordinator Anderson stated that he would be contacting a couple of the tree sale
vendors about this and would report back to the Board whether another date could work or
whether the expo event may not include a tree sale this year. If so, the date of the event really
could be any time, it was really the tree sale component that tied the event to the end of April out
of necessity for bare root tree stock.

Chairperson Max stated that it could possibly be sometime in September which would be another
good time to plant trees.

Councilmember Wise stated that that is also the time when nurseries are trying to reduce their
inventories and trees could be at discounted prices.

Environmental Coordinator Anderson stated that those were both great points but that bare root
trees would still be much less expensive and they are much easier for residents to move
themselves. Balled and burlap _trees, especially larger ones, would actually require a bobcat or
other equipment to move them around, making it much less convenient for residents.

Discussion ensued again. It was ultimately agreed that the Board would playa bigger role in
planning of the event and that Environmental Coordinator would report back to the Board in
January the results of his discussions with some of the tree sale vendors.

Case #4:

Chair and Vice Chair Terms

Environmental Coordinator Anderson presented the staff report.

After some discussion about whether the work plan timeframe should match that of the officer
terms the consensus of the Board was to change the officer terms to April through March.

Motion by Board Member Stodola and seconded by Board Member Riley-Daniels to extend the
current officer terms through March of2010.

Motion carried. V oting Yes: Chairperson Max, Board Members Riley-Daniels, Stodola,
Enstrom, Hassett Freeburg and Bentz. Voting No: None. Absent: None.

BOARD/STAFF INPUT

Board Member Enstrom updated the Board on the last WMO meeting, which focused primarily
on the status of his property.

Environmental Policy Board / December 7, 2009
Page 4 of5
