<br />Planning Manager Miller asked how long Mr. Buckman has lived at this property. Mr. Buckman <br />stated he has lived at the property since October. <br /> <br />Commissioner Van Scoy questioned the height and style of the fence. Mr. Buckman stated it is a <br />five foot chain link fence and on the road side it is a six foot wood privacy fence. The additional <br />fence will extend behind the house to the garage to the creek with it being an additional 100 <br />'square feet. That fence would be a six foot chain link. He runs an electric wire over the top to <br />make sure the dogs can't jump over. <br /> <br />Commissioner Brauer asked Mr. Buckman to expand on the electrical wire on the fence so <br />people know they won't be shocked if they touch it. Mr. Buckman stated it is a thin single strand <br />of wire that goes around the top and about 2 feet into the interior of the fence; it is like what is <br />used for horses and cattle. <br /> <br />Commissioner Van Scoy asked about the dogs Mr. Buckman is proposing to take in, are they. <br />socialized and how he feels they will fit in with his four dogs. <br /> <br />Mr. Buckman stated he was a resident caretaker at a wildlife facility before he moved to Ramsey <br />and there could be 15 to 20 dogs there at one time. They all got along just fine. <br /> <br />David Swinton, Scotland stated he will be corning here to study next year. He has two German <br />Shepherds, one is five years old and one is 11 years old. The first one he has owned since a pup <br />and the 11 year old he rescued. They are his pets and loves them very much, that is why he will <br />be bringing them with him. They are both spayed and trained to leashes. They have never <br />strayed or been away from the property. They are currently kept fenced. <br /> <br />Deborah Landwehr, stated she is not against dogs, she had problems getting insurance because <br />she had a husky malamute and they are considered dangerous dogs. She thinks that the dogs <br />could jump the fence. She would like to know if Mr. Buckman has insurance. <br /> <br />Mr. Buckman stated he has a mortgage, so is required to carry insurance and has his insurance <br />with American Family. He continued the City ordinance allows for three dogs on a parcel with <br />no fence or leash requirements and states he believes he has gone above and beyond what is <br />required to maintain the dogs. He does not have any dog bites on his record. <br /> <br />Motion by Commissioner Van Scoy, seconded by Commissioner Cleveland, to close the public <br />hearing. . <br /> <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Van Scoy, Cleveland, <br />Brauer, Dunaway, and Hunt, and. Voting No: None.
