<br />Public Hearin!! <br /> <br />Mayor Ramsey called the public hearing to order at 7:10 p.m. <br /> <br />Presentation <br /> <br />Planning Manager Miller reviewed the staff report. <br /> <br />Citizen Input <br /> <br />Suzanne Anderson stated she had an interest in housing as well as being a landlord. She noted <br />her concern was the common good and she believed this proposal was going in the wrong <br />direction. She believed this was an opportunity to keep up the rental housing and it was a good <br />ordinance for the City. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to close the public <br />hearing. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, Look, Dehen, McGlone, <br />and Wise. Voting No: None. <br /> <br />The public hearing was closed at 7:15 p.m. <br /> <br />Council Business <br /> <br />Mayor Ramsey called the regular City Council meeting back to order at 7: 15 p.m. <br /> <br />Councilmember Look understood Ms. Anderson's concerns, but the City could not tell a <br />homeowner to keep the rental home up under this Ordinance. In his opinion, the Ordinance was <br />a violation ofthe tenant's rights and he did not see the value in the Ordinance. He believed a lot <br />of Ms. Anderson's concerns could be addressed by other City Ordinances. <br /> <br />Mayor Ramsey stated in his opinion this Ordinance also violated the constitutional rights of a <br />tenant and he supported repealing the Ordinance. <br /> <br />Councilmember Dehen stated he understood landlords and tenants had right, but he wanted to <br />ensure the City was not getting into that aspect. He asked from a City perspective, what were <br />they trying to accomplish. He believed if the City could save one person he believed this was <br />responsible government. He was not in favor of repealing the Ordinance. He asked the <br />Councilmembers who were going to vote in favor of this to wait until they could back stop this <br />with some sort of a maintenance ordinance that would take care of some of the exterior <br />problems. <br /> <br />City Council / January 12,2010 <br />Page 6 of 13 <br />
