<br />CASE #1 <br /> <br />CONSIDER BOARDWALK CONSTRUCTION WITHIN SWEETBA Y RIDGE <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />The purpose of this case is to consider construction of a boardwalk within the Sweetbay Ridge <br />subdivision that connects to the bituminous trail that terminates approximately one quarter mile <br />west of Ramsey Boulevard. This boardwalk was a 'Phase l' requirement of the 2006 plat, and <br />the developer has been unable to fulfill this obligation. However, the City did collect $39,440 <br />dollars in Trail Fees that were eligible for credit against the boardwalk's construction. <br />Additionally, the City has a $319,000 Letter of Credit that is being held for things like the second <br />.lift of bituminous on the streets within Sweetbay. This. Letter of Credit may also be used to <br />satisfy any of the Phase 1 requirements, including the boardwalk. <br /> <br />Observations: <br /> <br />Attached to this case are exhibits that show the location of the plat, as well as the boardwalk <br />location and connecting bituminous trail links. <br /> <br />Staff feels that this project should move forward at this time for the following reasons: <br /> <br />. The boardwalk was a requirement of the platting of the subdivision, and Ramsey <br />residents should receive the recreational value and opportunity that the plat was to afford, <br />and was a condition of approval. <br />· Residents, particularly in the vicinity of Ramsey Boulevard will greatly benefit from the <br />trail and boardwalk connection between this county road and Variolite Street and Central <br />Park. <br />· Existing residents within Sweetbay Ridge purchased their homes with this trail as a <br />promised amenity. <br />· The boardwalk was also planned to provide necessary maintenance access to the sanitary <br />sewer manholes within the wetland. <br />· The boardwalk and trail connections will improve property values in Sweetbay Ridge and <br />encourage the build-out of the remaining vacant lots. <br />· This centralized trail in the city will further the long term goal of connecting Ramsey <br />neighborhoods by trails and sidewalks - and in particular, ultimately linking Central to <br />Elmcrest Park. <br /> <br />This project would require approximately 2,100' feet of 8' foot wide boardwalk at $110.85 per <br />foot or $232,776 in cost (without labor). There is also the need for approximately 380' feet of8' <br />foot wide bituminous trail to link the two streets in Sweetbay Ridge to the boardwalk at an <br />estimated spring 2010 cost of $22 per foot, or $8,360. (It should be stressed that these are <br />preliminary numbers and measurements organized for evaluating this project.) <br /> <br />In addition to the rationale referenced above for this project moving forward at this time, there <br />may be adequate staff resources to apply for construction during the winter months minimizing <br />some of the annual park and boulevard tree maintenance. Further, the Department of Corrections <br />work force may be employed for this labor intensive project each Monday, with park's staff <br />
