<br />Mayor Ramsey recommended the Charter be changed as this was a Charter issue so in the future <br />the City could not make someone hook up to municipal sewer. <br /> <br />Councilmember Elvig stated he agreed this had to have some sort of control system. He stated if <br />a resident could not get a functional system on their property, the resident had to be told to hook <br />up to City sewer. <br /> <br />Councilmember Look stated a resident could put in a tank and pump the tank if their lot could <br />not hold a drain field septic system. He indicated right now the issue was drain field septic <br />systems. <br /> <br />Mayor Ramsey and Councilmembers Look, Elvig, Wise, Jeffrey, and McGlone requested staff to <br />ask the Charter Commission to review and comment. <br /> <br />Councilmember Dehen stated he wanted to revise the Code. <br /> <br />City Administrator Ulrich stated a Resolution would be presented to Council to request the <br />Charter Commission to review and comment. <br /> <br />5) Discuss Skate Park Signage at Alpine Park <br /> <br />City Engineer Himmer reviewed the staff report. <br /> <br />Councilmember Look believed the City should be requiring helmets for liability reasons and to <br />protect against brain injuries. <br /> <br />Mayor Ramsey stated he was not advocating helmet requirement, but he questioned having <br />someone from staff monitoring it. <br /> <br />Councilmember Elvig stated if the City made rules, but did not enforce them, he believed this <br />was what would get the City into trouble. <br /> <br />Councilmember Dehen stated skateboarding was a parental activity and the parents should be <br />looking into the best interest of their kids and if the parents could not adequately protect their <br />children, he did not know if the City should do it. <br /> <br />City Administrator Ulrich stated he was not sure the City would generate that much additional <br />liability by not having round the clock supervision. He stated staff could go back to the League <br />of Minnesota Cities to determine if intermittent supervision was sufficient. <br /> <br />Council consensus was to check with the League of Minnesota Cities again to see if "required" <br />would change the City's liability and if it did not change the liability, the signs would be <br />changed. <br /> <br />City Council Work Session / November 17,2009 <br />Page 5 of 8 - <br />
