<br />Mayor Ramsey stated he was concerned about the $400 per month payment for a property <br />manager. <br /> <br />Councilmember Dehen asked what was the City's policy regarding offering free rent. <br /> <br />Deputy City Administrator Nelson responded it has been the practice to offer it to not for profit <br />businesses, but there was no policy stating this. <br /> <br />Councilmember Dehen asked how the decision was made as to which non-profit received the <br />free rent. <br /> <br />Deputy City Administrator Nelson stated there was no policy and it was looked at on a case-by- <br />case basis. <br /> <br />City Administrator Ulrich recommended staffwork on a rent-free policy for available space. <br /> <br />Councilmember Look noted this was not really the City's building and the City needed to look at <br />Youth First and the benefit it brought to the community. He believed Youth First should be <br />required to keep the property in repair, but if there was a major repair item, the City should be <br />responsible for the repair. He did not believe the City should require rent from Sharp. He stated <br />he did not believe the City should be paying $400 per month for aproperty manager. <br /> <br />Councilmember Wise stated he was concerned about paying the gas bills, but he liked the idea of <br />minor maintenance and repairs as well as snow removal being the responsibility of the tenant. <br /> <br />Economic Development Coordinator Sullivan noted the building cash flowed right now. <br /> <br />Councilmember Elvig stated that by making a tax-exempt property, it was increasing taxes for all <br />businesses in the City. <br /> <br />Councilmember McGlone stated he was in favor of the City marketing the property on the City's <br />website. <br /> <br />Mayor Ramsey believed the City should look at contributing more to Youth First through the <br />charitable gambling fund. <br /> <br />Economic Development Coordinator Sullivan suggested the RALF dollars be limited to the <br />utilities. He indicated there were certain guidelines that the City. had to follow for the RALF <br />funds. <br /> <br />Councilmember McGlone recommended staff keep track of their time and expenses for their <br />administrative costs. <br /> <br />It was Council's consensus to have staff draft a rent free policy for available space, to forego the <br />utilities for Youth First throughout the period of the lease, for the City to take over the property <br /> <br />City Council Work Session / November 24,2009 <br />Page 2 of3 <br />
