<br />HRA BUSINESS <br /> <br />Case #1: <br /> <br />Update on Veterans Affairs (VA) Community Based Outpatient Clinic <br />(CBOC) <br /> <br />City Administrator Ulrich reviewed the staff report, indicating staff continues to negotiate with <br />J.E. Dunn on the terms of a development agreement as it relates to the Veteran's Administration <br />proposal. He advised that another entity, International Real Estate Trust, was interested in <br />becoming the potential owner of the property, after the project, and explained that IRET would <br />become the applicant at this point in the process. He explained that an agreement would need to <br />be entered into between IRET and the City and asked the HRA to review these terms and provide . <br />staff direction on the submittal of the application to the VA Clinic on January 4, 2010. <br /> <br />Chairperson Dehen asked why the potential agreement was not brought forward earlier, as the <br />submittal date is only two weeks away. <br /> <br />City Administrator Ulrich explained all of the information was not known during the earlier <br />discussions. <br /> <br />Commissioner Ramsey stated that earlier the lease was believed to be 10 to 15 years and advised <br />that when the possible lease term changed to five years additional options became available. <br /> <br />City Attorney Goodrich suggested that the Council move into a closed session. <br /> <br />Motion by Commissioner Elvig, seconded by Commissioner McGlone, to move the Special <br />Housing & Redevelopment Commission meeting into a closed session. <br /> <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Elvig, McGlone, Jeffrey, <br />Look, Ramsey, and Wise. Voting No: None. <br /> <br />Motion by Commissioner Elvig, seconded by Commissioner Jeffrey, to end the closed portion of <br />the Special Council meeting. <br /> <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Elvig, Jeffrey, Look, <br />McGlone, Ramsey, and Wise. Voting No: None. <br /> <br />City Administrator Ulrich reported that consensus was reached on terms to work towards a letter <br />of intent. <br /> <br />Motion by Commissioner Wise, seconded by Commissioner Ramsey, to authorize the Chair and <br />Executive Director to execute a necessary letter or agreement in which the City would convey <br />land to IRET for the potential V A clinic, subject to approval of the City Attorney, which reflects <br />that the HRA would have approval over the final document. <br /> <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioner Elvig, Jeffrey, Look, McGlone, <br />Ramsey, and Wise.
