EDA BUSINESS

Case #1:

MARQUIS SIGN INFORMATION (PRESENTATION)

Economic Development Coordinator Sullivan presented Case #1.

John Mylrea and a representative from Daktronics were scheduled to give a presentation and
discuss sign information in greater detail but were unable to attend the meeting due to bad
weather. In lieu of the presentation, the EDA discussed several key points of consideration such
as the type of sign desired, size of the sign, sign use, ownership of the sign, funding of the sign,
advertising revenue, and whether or not the sign may be placed on Hwy 10.

Member Elvig questioned whether or not the EDA would consider pursuing a sign privately as
he feels it could be built for less money. He noted that BOB FM approached him and expressed
interest in this project. Economic Development Consultant, Mike Mulrooney, suggested that
research be done on the newly installed sign at McCarthy Auto W orId in Coon Rapids. Since it
is a recent structure, the costs associated with its construction would be current numbers.

It was determined that more information is needed before any decisions can be made. Economic
Development Coordinator Sullivan was directed to contact BOB FM for more information
regarding what they envision for this project and what their terms are; contact McCarthy Auto
W orId for information regarding construction of their sign; request the sign ordinance from the
City of Coon Rapids; and finally, reschedule Daktronics.

Case #2:

CONSIDER PROPOSALS TO CONTRACT CONSULTING SERVICES
TO PURSUE FEDERAL FUNDING FOR TRANSIT INFRASTRUCTURE
IMPREOVEMENTS

Economic Development Coordinator Sullivan presented Case #2.

Economic Development Coordinator Sullivan introduced Elwyn Tinklenberg and Jodi Ruehle
from The Tinklenberg Group. There are two proposals from The Tinklenberg Group up for
consideration.

The first proposal is to pursue federal funding as part of the 2010 Reauthorization Bill, Fiscal
Year 2011 Appropriations Bill, and state legislation on the city's behalf to secure Commuter Rail
Station funding. This proposal would require The Tinklenberg Group to work closely with
Congress and State Officials, and the proposal would secure their services through June 30,
2010. The cost ofthis proposal is $49,500 plus travel and expenses.

The second proposal focuses on securing NCDA funds, which would provide funding for
construction of the Ramsey rail station. This proposal is not to exceed $15,500 plus travel and
other expenses, and services would be in effect through March 31, 2010.

Economic Development Authority / December 10, 2009
Page 2 of 7
