NOTE CITY COUNCIL MINUTES <br />The following Council minutes were noted: <br />1) City Council regular meeting minutes dated October 13, 2009 <br />2) City Council regular meeting minutes dated October 27, 2009 <br />3) City Council regular meeting minutes dated November 10, 2009 <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br />Case #1: Public Hearing -Request for a Conditional Use Permit for a Private Dog <br />Kennel to Maintain Four or More Dogs at 15916 St. Francis Blvd.; Case of <br />Mike Buckman <br />Public Hearin <br />Chairperson Levine called the public hearing to order at 8.03 p.m. <br />Presentation <br />Management Intern Hendrickson presented the staff report. <br />Citizen Input <br />Deborah Landwehr, 5821 159th Lane NW, has small children and is against having six dogs <br />behind her and is concerned with barking. She stated she has many stray dogs coming up to their <br />property. She is against the conditional use permit. <br />Janet Johnson, 5811 158th Lane NW, stated she would be within hearing distance of the dogs. <br />She stated she thinks that this would be too many dogs on a property adjacent to high density <br />properties, and is concerned about the neighborhood and property values. <br />Mike Buckman, 15916 St. Francis Blvd. NW, the applicant, stated he keeps the dogs behind the <br />fence, it is a secure fence and intends on putting in more fencing. The no trespassing signs were <br />put up to keep people from dumping on the rear of his property. He stated his dogs are house <br />dogs and are highly socialized to people; two of the dogs have been used as teaching tools for a <br />previous position he held. He is outside with the dogs; however he would do what is necessary if <br />the dogs' noise becomes a problem. Mr. Buckman continued that the number of dogs would not <br />go above six, because of the cost of maintaining the dogs. He is not boarding dogs and it is not <br />for breeding purposes, all dogs are spayed or neutered. It is a 3.25 acre parcel and in a higher <br />density development each house could have three dogs so there is much less impact with six dogs <br />on a 3.25 acre parcel. He invited the neighbors in attendance to come over and meet his dogs. <br />Miles Landwehr, 5821 159th Lane NW, did not have a problem with the permit as long as the <br />dogs do not get lose. <br />Planning Commission/December 3, 2009 <br />Page 2 of 8 <br />
