Councilmember Dehen asked why non-residents were being charged for emergency services. He <br />noted no-fault coverage picked up the expense and he believed both residents and non-residents <br />should be charged. <br />Mayor Ramsey stated he liked the idea of exempting the residents because the residents were <br />already paying for emergency services through taxes. <br />Councilmembers Wise, McGlone, and Elvig agreed with Mayor Ramsey. <br />Councilmember McGlone asked when did the change take affect and what were the criteria. <br />Fire Chief Kapler responded fire rescue did not respond on every accident if there were no <br />injuries. However, if fire rescue was dispatched even if there were no injuries, there would be a <br />charge. <br />Councilmember Look stated Council had given staff a directive to come up with revenue <br />generating sources. He noted he was okay to charge fees for actual costs expended, but he did <br />not want fees charged just for the purpose of raising revenue. <br />Fire Chief Kapler stated he wanted to educate the residents and normally the first time the <br />Department went out for illegal burning, the Department gave a warning, but if the Department <br />had to go out again, the fine could be imposed. <br />It was Council's consensus that with a first time burning violation, a warning letter would go out <br />to the residence. If the Fire Department goes out a second time for a burning violation, the fine <br />could be imposed. The fine would be imposed on the property and not the resident. However, it <br />was up to the discretion of the Fire Department if the Department felt it was necessary to issue a <br />fine on a first time burning violation. The start date for the fine would be April 1, 2010. <br />Councilmember Wise questioned the increase in liquor licensing fee. <br />Staff will research the liquor licensing fee further and report back to Council. <br />2) Water Conservation Toolbox <br />Environmental Coordinator Anderson reviewed the staff report. <br />Councilmember Dehen suggested adding information on weed control and invasive species at <br />some point in the future. <br />Councilmember Elvig suggested before this website went public that a link be sent to Council for <br />their suggestions and recommendations. <br />Council's consensus was they liked the proposed website and thanked the Committee for their <br />work on it. <br />City Council Work Session /November 17, 2009 <br />Page 2 of 8 <br />
