shall be free of loose, warped, protruding or rotted flooring materials. Every <br />interior wall and ceiling shall be free of holes and large cracks and loose plaster <br />and shall be maintained in a tight, waterproof condition. The floor of every toilet <br />room, bathroom, and kitchen shall have a smooth, hard, nonabsorbent surface and <br />shall be capable of being easily maintained in a clean and sanitary condition. <br />Nothing herein shall prevent the use of carpeting in such rooms provided that the <br />underlying floor complies with the requirements of this subsection. <br /> <br /> Subd. 7. Stairways, porches, decks and balconies. Every <br />stairway, inside or outside of a dwelling, and every porch, balcony or deck shall <br />be kept in a safe condition and sound repair, and conform to the Mirmesota State <br />Building Code requirements. <br /> <br /> Subd. 8. Doors, locks, and security.. No owner shall occupy nor let <br />to another for occupancy any dwelling unit unless all exterior doors of the <br />dwelling in it are equipped with safe, functioning, locking devices which meet the <br />requirements of the State Building and Fire Codes. Residential common interest <br />and rental facilities with common entrances shall be furnished with door locks <br />that follow the same codes as well. If an alarm system is installed, at no time shall <br />the system secure the doors so that occupants can not escape in the event of an <br />emergency. The system shall be tested and approved by the authority having <br />jurisdiction. <br /> <br /> Subd. 9. Drives and parking areas. The association of any <br />common interest facility or the owner of any rental facility shall be responsible for <br />providing and maintaining in good condition paved and delineated parking areas and <br />drives for residents or users consistent with all standards of this Code. In addition, the <br />owner or association shall be responsible for the installation and maintenance of all <br />necessary street and direction signs on private drives within a facility, and of all fire lane <br />signs required in that facility. <br /> <br />Subd. 10. Fire Exits. <br /> <br />(a) <br /> <br />No fire exit shall be permitted which is so far removed <br />from any dwelling unit or in such condition as to be <br />deemed unsafe or dangerous and not fit for the purpose. <br /> <br />(b) <br /> <br />All exit stairways in multiple dwellings having more than <br />two occupied levels shall be separated from each other by a <br />substantial separation of at least a one hour fire resistance <br />rating as detailed in the State Building and Fire Codes as <br />adopted by City Ordinance. <br /> <br />(c) <br /> <br />All multiple family dwellings having more than two levels, <br />with the lowest level at an elevation less than grade and <br />having the exit at grade level, shall provide a substantial <br /> <br /> <br />
