Infestation of rodents, insects, vermin, and other pests. <br /> <br />Water supply that is inoperable or unsanitary due to: leaking supply <br />pipes, fixtures, arid traps, cross connection with sewage lines, or <br />system failure. <br /> <br />8.60.06 Provisions and Maintenance of Basic Services and Utilities in <br /> Manufactured Home Parks <br /> <br /> Subd. 1. Plumbing, Heating, and Electrical Services. Every <br />owner of a mobile home park shall be responsible for theprovision and maintenance of <br />plumbing, heating and electrical service to each mobile ho~me. All utilities shall be <br />constructed, installed and maintained in accordance with the laws of the state, the <br />recommendations of the state health department, and the ordinances and requirements of <br />the City. <br /> <br /> Subd. 2. Illumination. Every public hall and stairway in every <br />mobile park community building shall be adequately lighted by natural or electric light at <br />all times so as to provide effective illumination in all parts thereof. <br /> <br />8.60.07 <br /> <br />Unfit for Human Habitation <br /> <br /> Subd. 1. Declaration. Any dwelling unit which .is damaged, <br />decayed, dilapidated, unsanitary, unsafe, pest infested, or which lacks provision for <br />illumination, ventilation, or sanitary facilities to the extent that the defects create a hazard <br />to the health, safety, or welfare of the occupants or of the public may be declared unfit for <br />human habitation. Whenever any premises, building or dwelling unit has been declared <br />unfit for human habitation the City Building Official shall order the building or affected <br />dwelling unit(s) vacated within a reasonable time and shall post a placard on same <br />indicating that it is unfit for human habitation and any license previously issued for such <br />buildirig, dwelling, or occupancy shall be revoked. <br /> <br /> Subd. 2. Vacating Building. It shall be unlawful for a vacant <br />dwelling unit which has been declared unfit for human habitation as provided in §8.60.07 <br />Subd. 1 to be used for human habitation until the defective conditions have been <br />corrected and certificate of occupancy has been issued, along with any applicable license <br />for the building or unit(s), by the City Building Official.' It shall be unlawful for any <br />· person to deface or remove the placard from any such dwelling unit. <br /> <br /> Subd. 3. Hazardous Building Declaration. In the event that a <br />dwelling unit has been declared unfit for human habitation and the owner has not <br />remedied the defects within a reasonable time, the dwelling unit may be declared a <br />hazardous building and treated consistent with the provisions of §463.16 of Minnesota <br />Statutes. <br /> <br /> <br />
