Case <br /> <br /> RESIDENTIAL DEVELOPMENT EXAMPLES <br />By: Amy Geisler, Community Development Department <br /> <br />Background: <br /> <br />At its February 20th meeting, the Housing Committee requested information on some of <br />the differences between various types of residential development, <br /> <br />Observations: <br />The following list describes a number of different types of residential development: <br /> <br />Habitat for Humanity - affordable owner-occupied housing <br /> Habitat for Humanity builds primarily single-family housing for people who <br /> could typically not afford to become homeowners. The housing is made <br /> affordable by providing 0% mortgages to Habitat homebuyers, who must provide <br /> several hundred hours of labor on their or another house. Private organizations <br /> and individuals often provide materials for Habitat houses, and a combination of <br /> professional and volunteer labor keeps construction costs low. Public agencies <br /> have participated by donating lots or providing them at low cost. <br /> <br />Savannah Oaks - market-rate senior rental housing <br /> The Savannah Oaks project is the result of a collaboration of the City of Ramsey <br /> and Anoka County HRA. The City was involved in land acquisition and entered <br /> into an HRA levy with the County. Anoka County HRA owns the building and <br /> contracts with Great Lakes Management Co. to operate the facility. Savannah <br /> Oaks is a market-rate, seniors-only rental facility. Ramsey residents and their <br /> relatives are given first priority when vacancies arise. The City also waived some <br /> of the fees associated with the project. <br /> <br />Anoka <br /> <br />- Walker on the River - affordable senior rental housing <br />Walker on the River is a publicly-subsidized (Section 8) senior rental facility (45 <br />units) in the City of Anoka. The project was a collaboration between Walker <br />Methodist, the City, and HUD. Walker on the River is privately owned and <br />managed by Walker Methodist. The City had limited participation in the project <br />but did assist with land assembly. <br /> <br />Anoka - Walker Plaza - market rate senior rental housing and assisted living <br /> Walker Plaza is a newer project that combines senior rental housing (87 units) and <br /> assisted living (15 units); all units are market-rate. This project was a joint venture <br /> between the City and Walker Methodist. The city assisted in land acquisition and <br /> established a TIF district for the project. TIF financing was used to construct a <br /> parking ramp underneath the facility; the city owns the ramp and leases part of it <br /> to Walker Methodist. The air rights were sold to Walker Methodist to construct <br /> the facility. <br /> <br /> <br />
