Motion by Richard Kruger to approve the 2/20/03 <br /> meeting minutes, Mary Jo Olson seconded, motion passed. <br /> <br />2) <br /> <br />Review proposed housing maintenance ordinance. Dick Krueger asked about the <br />circumstances under which the building official could enter a home. Building Official <br />Huff responded that a court order could be needed, and possibly a police escort. Vice <br />Chair Anderson asked about any problems with rental housing in Ramsey. Mr. Huff <br />said there had been one incident, but the tenant moved out before the City took any <br />action. <br /> <br />Dick Krueger asked who would enforce the new ordinance. Community Development <br />Director Frolik said all inspectors are cross-trained and all would be enforcing the <br />ordinance. Vice Chair Anderson asked who would inspect any Section 8 units. <br />Community Development Intern Geisler said the agency that issues the certificate <br />typically does the inspection. There was discussion of rental unit licensing and code <br />enforcement; Community DeveloPment Director Froik said code enforcement will <br />remain complaint-driven, though the licensing process should make rental inspection <br />more routine. There was discussion of the appeal process outlined in the ordinance. <br />Consensus was to bring the ordinance back to the next meeting, with changes noted. <br /> <br />3) <br /> <br />Review examples of different types of residential development. Community <br />Development Intern Geisler reviewed the examples in the information packet. City <br />Administrator Norman explained a typical land assembly process. Dick Krueger <br /> <br /> <br />
