Case

REVIEW SAMPLE REQUEST FOR PROPOSALS (RFP)
By: Amy Geisler, Community Development Department

Background:

At its March 20, 2003 meeting the Housing Committee requested a sample Request for
Proposals (RFP).

The following items are enclosed for your information:

a) Request for Proposals - retail market analysis

Observations:

An RFP can be used to solicit project proposals for a specific site, and generally includes
details on the type of project, number of units, etc. An RFP does not typically provide
information on the proposed developer's background, qualifications, or other projects.
This type of information is usually gathered through a Request for Qualifications (RFQ).
An RFQ asks developers to demonstrate why the City should select them for a
development project. The Housing Committee could also pursue a combination approach,
which would provide specific project information as well as details about the developer
and their past projects.

RHC Action:

None required.

Review Checklist:
City Administrator
Associate Planner

RHC: 4.17.03

37
