Case

REVIEW DRAFT HOUSING MAINTENANCE CODE
By: Amy Geisler, Community Development Department

Background:

In 2002, the City Council requested that Staff review and update City Code as it relates to
the maintenance of housing in the City of Ramsey. The Housing Committee made its first
review of the draft code at its February 20, 2003 meeting.

Observations:

Community Development Director Frolik has drawn up a draft Housing Maintenance
Code. The Building Inspectors have reviewed the code and found it to be comprehensive
and enforceable. The attached draft also includes an update to the Licensing section of
the Code to address licensing of rental housing in the City. The draft code is drawn
largely from related code adopted by the City of Coon Rapids, which was found to be
very comprehensive. Chair Kiefer has forwarded some suggested changes to staff; his
comments are noted in the attached draft (underlined text indicates new text,
strikethroughs indicate text to be removed). Changes suggested by staff use the same
format but are highlighted in gray.

RHC Action:

The [-lousing Committee should review and discuss the draft code, suggest any needed
changes, and make a recommendation to the City Council on its adoption.

Review Checklist:
City Administrator
Associate Planner

RHC: 4.17.03
