PRELIMINARY DRAFT RECOMMENDATION <br /> <br />The preliminar5, draft recommendation on alternative approaches for developing the NCBD and <br />the CRTV were presented to Council at a work session on December 9, 2002. No action was <br />sought on the prelimina~, draft recommendation. Instead, it was presented to Council to solicit <br />input and ideas and to determine if the approach seemed feasible. <br /> <br />The draft recommendation had been presented to the PAT in November, and the PAT indicated <br />that it was generally comfomable with it as a concept. <br /> <br />The recommendation is to consider Part Two of the Heart of Anoka Planning Facilitation Project <br />as a dual track .process, where a master developer would be sought for the NCBD and a master <br />developer would be sought for the CRV. The rationale for this approach is presented below: <br /> <br />The NCBD consists of approximately 50 acres, and development options are easier to <br />define in l:he NCBD, compared to the CP,,TV that consists of approximately 150 acres. <br />Community members, PAT members, and elected officials were clear (and in <br />agreement) about development options in the NCBD. By comparison, they were all <br />less clear about development options in the CRTV. <br />There is uncertainty about the immediate future of commuter rail developmentl and <br />while the ACP, XA feels commuter rail will eventually be developed, no one can say <br />when. <br />The master developer process is faster than the master planner process. Development <br />within the NCBD could be awarded to a developer who is selected by the City. The <br />developer would be g-uided by the community's vision and goals and objectives. <br /> <br />The CRTV, with the uncertainty that surrounds it (What should it look like? When <br />will commuter rail be developed?) could be studied further in a master plan. <br />Following the master plan process, which' would include opportunities for public <br />involvement, Council would adopt the master plan, which would become the guide <br />for a developer. <br /> <br />These points are illustrated in the following diagram. · <br /> <br /> <br />
