Case

DEVELOPMENT OPTIONS - CITY-OWNED PROPERTY WEST OF SUNFISH
LAKE
By: Amy Geisler, Community Development Department

Background:

At previous meetings, the Housing Committee has discussed potential residential
development projects on several parcels owned by the City. Staff has learned that one of
the parcels under consideration (the property west of Sunfish Lake) is subject to
shoreland overlay district development restrictions. The Park Commission has also
approved a Park and Recreation Needs study for the area around Sunfish Lake.

The following item is enclosed for your information:

a) Site location map, showing shoreland district delineation

Observations:

The purpose of shoreland overlay districts is to ensure orderly shoreland development
while preserving water bodies that have been identified as protected waters. Sunfish Lake
is classified by the DNR as a "recreational development" lake. Development is still
possible on shoreland areas, but is subject to review by additional public agencies such as
the DNR.

The shoreland district section in City Code requires a minimum lot size of 15,000 square
feet and a lot width of 75 feet on this property. City Code allows Variation from these
standards through a PUD process. The land use designation for this parcel is medium-
density residential, which allows for higher densities than does the minimum lot size
requirement. It is possible that the DNR would permit higher density development on this
site; this possibility needs to be investigated further with the DNR.

At last month's meeting, the Housing Committee discussed the possibility of housing
development on this site. It would be reasonable for the Committee to request the City
dedicate any proceeds from the sale of this land for future housing development work in
the City. This being the case, it would be advantageous to maximize the revenue the City
would receive through the sale.

Recommendation:

Review the elements of an RFP (discussed in Case #3)
Direct staff to draft an RFP for the development of the subject property
Direct staffto work with the DNR on the allowable density/type of project that v~ould
be possible on the subject property

5
