Miller, Planning Manager <br /> <br />Background: <br /> <br />At the November Planning Commission meeting Commissioner Brauer requested information on .the number <br />of foreclosures in the City and how the City is dealing with foreclosed properties. With some discussion, Staff <br />is bringing information forward now that we have the end of the year final tally from AnokaCounty. <br /> <br />Observations: <br /> <br />Along with the rest of the metropolitan area, over the past four years we have seen significant increase in the <br />number of foreclosed properties within the City. \Vhile some areas are more impacted than others, no area has <br />proven immune to the problem. <br />~ecords reflect the following for Ramsey: <br /> <br />Year <br /> <br /># of Foreclosures <br /> <br />2006 <br />2007 <br />2008 <br />2009 <br /> <br />60 <br />141 <br />271 <br />357 <br /> <br />400 <br />350 <br />300 <br />Z50 <br />ZOO <br />150 <br />100 <br />50 <br />o <br /> <br /> <br />I,IE Foreclosures I <br /> <br />Z006 Z007 Z008 Z009 <br /> <br />As you may be aware, in November 2008.the City Council adopted ail ordinance allowing the disconnection of <br />water service in vacant and foreclosed properties. The ordinance and case is attached for your review. We <br />also receive lists of properties from Connexus and CenterPoint Energy on service, disconnections. We then <br />take the list of foreclosed 'properties and other utility disconnections and develop a list of properties that are on <br />City water. In 2009 there were 121 properties that were on City water that were also on the foreclosure list. <br />These properties are tagged and a letter is 'also sent to the owner of record. If no response is received within <br />five days the property is scheduled for water service disconnection by the Utility division. <br /> <br />Enclosed you have two maps. One which shows the past four years of foreclosures and one that just shows <br />2009. Referring specifically to the 2009 map, one thing t6 keep in mind, there were a couple of developers <br />holding a significant number of lots that went through the foreClosure process tIns year. One in the Village of <br />Sunfish Lake and the other in Broo1.die1d. Since both of those developments were platted lots, that increased <br />the number of foreclosures significantly, Village had 60 vacant lots and 4 homes and Brookfield 94 vacant lots. <br />Additimially, Village had 13 foreclosures in 2008,2 of which were homes the rest vacantlots and another 6 '. <br />homes were foreclosures in 2007. <br /> <br />95 <br />
